Ownership Transfer (car, bike, any 4-wheeler or 2-wheeler) in Mumbai is done by Regional Transport Authority / Office (RTA /RTO).

In case of sale – purchase transaction, its ownership has to apply for transfer in the name of the new owner with 15 days of date of actual sale.

In case of death of the registered owner, the application is to be made by the legal heirs of the vehicle within 30 days with the required set of documents

In case of ‘Change of address’, owner has to get the address changed in RTO records within 15 days.

(C) Can I sell my car without removing hypothecation from it?

(D) I am transferring my vehicle from Bangalore to Mumbai which is on loan from bank. Is it necessary to repay full loan amount to get NOC from RTO?

Normally bank mentions validity period on the NOC issued by it. Check validity while submitting application to the RTO. Usually it varies between 30 -90 days depending upon bank to bank.

(B) The NOC issued by bank has expired. what should I do?

Get new NOC from the Bank as RTO wont except expired NOC.

(C) Can I sell my car without removing hypothecation from it?

No, hypothecation has to be removed first.

(D) I am transferring my vehicle from Bangalore to Mumbai which is on loan from bank. Is it necessary to repay full loan amount to get NOC from RTO?

Either you can repay complete loan and remove hypothecation or loan continuance letter can be taken from the bank.
