    MIM neta held for trying to sell stolen vehicles Bhiwandi: A corporator from the AIMIM party in the Aurangabad Municipal Corporation was arrested by the Bhiwandi crime unit of Thane police on Saturday for his alleged role in an inter-state theft of 34 trucks and dumpers. Jaafar Shaikh Akhtar has been accused of bringing clients to purchase these stolen vehicles. TOI had reported the theft case in its edition dated April 21. So far, 13 people have been arrested and 21 vehicles seized. The gang did everything from stealing trucks and dumpers to tampering with their chassis numbers to selling them by using forged documents and then registering them anew. The role of Akhtar, an Aurangabad resident, emerged during the probe when the police found that brought clients for the vehicles. The crime branch last month had also arrested a RTO clerk, two agents and their seven associates. The gang forged vehicle registration documents and obtained no-objection certificates from the RTO in Buldhana. The vehicles were subsequently registered at the RTO in Nandurbar. Crime branch sources said that while investigating a vehicle theft case that had been registered at Narpoli police station, they found documents of six dumpers in the scooter of an accused, Ali Hussein. The dumpers were registered at the RTO in Nagpur Rural. During the probe, the police found that one team was assigned the task of stealing vehicles from various parts of Maharashtra, Gujarat and Madhya Pradesh. The other one would then alter chassis numbers and sell them using forged documents. The two RTO agents looked after registration of the vehicles in connivance with the RTO clerk. The engines and chassis numbers of the seized stolen vehicles were verified at a plant in Jamshedpur which confirmed the tampering.     Government Approves Green License Plates for E-Vehicles The government also plans to allow youth in the age bracket of 16-18 years to drive electric scooters, besides mandating taxi aggregators to have a certain percentage of the e-vehicle fleet To promote electric vehicles in India, the government has approved green license plates bearing numbers in white fonts for private e-vehicles and yellow for taxis, Union Minister Nitin Gadkari said today. The government also plans to allow youth in the age bracket of 16-18 years to drive electric scooters, besides mandating taxi aggregators to have a certain percentage of the e-vehicle fleet. "The government has approved distinctive green license plates for electric vehicles to encourage people to use electric vehicles. Such vehicles will be fitted with green license plates bearing numbers in white fonts for private cars and yellow font for taxis, " Gadkari said. A notification in this regard will be out in a week's time, the minister, who has been advocating electric mobility promotion, he said. The purpose behind distinctive number plates is their easy identification for preferential treatment in parking, free entry in congested zones besides other proposed benefits like concessional toll, the road transport, and highways minister told PTI. The measure is aimed at promoting vehicle's use and the government is considering an exemption from permits for such vehicles. "Exemption from permit will be a game changer as restricted permit regime is a major concern. E-rickshaw growth is attributable to the permit exemption and there is scope to extend the exemption to the e-buses, e-taxis, e-autos, and e-bikes. E-auto and e-buses may have a big impact since getting a new permit is extremely difficult, " the minister said. Similarly, e-bikes also should see a considerable impact since it is a new area, he added. Besides, the government is contemplating permitting youth in the age group of 16-18 years to drive e-scooters, which are gearless and this will lead to a big demand for e-scooters, the minister noted. Under the Motor Vehicles Act, 1988, those in the age group of 16-18 years are granted a licence for below 50 CC gearless scooters. Incidentally, there is no scooter in this category made in the country. "The government is also contemplating to ask taxi aggregators to have an incremental share of electric vehicles from 2020 onwards, which could be 1 percent of the fleet every year, " Gadkari said. Similarly, all public transport operators may also be mandated to provide 1 percent incremental fleet from 2020 onwards, he added. Stressing that electric vehicles will bring down vehicular pollution, Gadkari said the government is tightening fuel efficiency norms. Besides, Ministry of Road Transport and Highways will request the finance ministry that the rate of depreciation on EVs may be allowed at 50 percent as against the rate of 15 percent for conventional vehicles. The proposals include bringing down the GST on batteries to 12 percent at par with the GST on EVs. As per an estimate, India at present has 1 to 1.5 lakh electric vehicles and it is projected to grow to about 5 percent of the total vehicles in the next five years, an official said. Of the about 24 million vehicles sold in India in 2017-18, electric vehicles accounted for barely about 1 percent, the official added. India, currently, has four kinds of number plates - white licence plates with numbers on black font for private cars, yellow plates with fonts in black for commercial vehicles, black plates with yellow font letters for self-driven rental vehicles and blue plates with white font letters for Embassies and High Commissions. Army vehicles, on the other hand, follow a different registration system given by the defence ministry, while vehicles of the President and governors have red licence plates with the national emblem. We have requested the government to keep RTO/registration charges only nominal for green plate vehicles and not 6-10% as of now. Also, we have requested green plates to be mandated for all delivery vehicles, and not only fleets, ” said Sohinder Gill, director – corporate affairs, SMEV. Gill is also the CEO of Hero Electric. He added that green licence plate is a welcome step, and if planned and executed properly, will support EVs.     This monsoon, RTO may crack down on auto fare refusals Many Mumbaikars complained of fare refusals by autorickshaw drivers during the pre-monsoon showers on Saturday evening, and experts feel this could just be a precursor to the ‘harrowing time’ road commuters can expect during rains. A senior RTO official said the department is likely to launch a fresh drive to curb refusals during monsoon. Commuters’ problems are expected to compound with poor frequency of BEST buses and kaali-peeli taxi population dwindling over the past few months. “We have found that 5-10% auto and taxi drivers refuse fare. Nearly 90% of them are proved guilty as we also have the complainants’ mobile numbers and summon them as witness during hearings, ” said a deputy transport commissioner. RTO sources said every year, 60% of the complaints against auto and taxi drivers are about fare refusals, and a maximum of them are during the monsoon months —June and September. Statistics show that over 15, 000 complaints were registered against errant auto-taxi drivers at the four RTOs in the city in past seven years, and the most common grouse was fare refusal. Saturday evening saw long queues at bus stops outside most railway stations as the BEST bus frequency was poor and automen refused to ply commuters. “I got drenched as I five auto drivers refused to go to my destination, ” complained Rohan Gaikwad, who lives in the eastern suburbs. Same was the case for aggregator cabs as they were few in numbers. “Auto drivers who refuse passengers and leave them stranded in the rain should be imposed with penalty and their permit/licence should be suspended, ” demanded transport activist G R Vora. But automen claim that they refuse passengers only in case of personal emergency. “We refuse commuters if we have to take a lunch break, fill fuel or go home after a shift, ” said an auto driver. As for BEST buses on road, statistics show the fleet size has reduced from 4, 200 a few years ago to 3, 300. “In the name of cost-cutting, the BEST has discontinued several routes, ” said transport analyst Hussain Indorewala.     How to take a perfect pencil impression of your vehicle’s chassis number Those of us who own vehicles in India and have been asked by Regional Transport Offices (RTOs) across the country to take pencil impressions of the chassis numbers of our vehicles know how imprecise and hard it can get to get a clean impression. The following is how I got a super-clean impression of the chassis number using a pencil, using fingers, and paper. Locate the engraved chassis number —  Most 2 Wheelers will have their chassis number embossed on the neck of the motorcycle under the handlebars. Most 4 Wheelers will have their chassis number engraved: 1- Usually it is under the car bonnet, either on the left side or center just beneath the windscreen. OR 2- Beneath driving seat, under the carpet. How to do it: Take a A4 size plain paper, preferably a thin one, but strong enough to bear multiple pencil strokes. Inspect the space where this chassis number is engraved. Accordingly cut this paper horizontally in seven equal strips. Make sure that it fits into the space. Use a lead wooden pencil of a suitable size, break or cut into two pieces if space is not enough. Smaller and blunt pencil is always good. Place the cutout of paper over the chassis number and rub your pencil over the paper to capture an impression nice and slow. You can use a torch or a mobile flash light to inspect if the impression is come correctly or not. Make sure that you don't your hands don't shiver and the strip remain aligned properly during the whole process. Congratulations! You now have captured a perfect impression of the chassis number.

    Parivahan.gov.in portal is meant to be a common platform from where various online services provided to citizens, it is in development and implementation phase. For the moment, its services are being started for online tax payment of vehicles in some states including Maharashtra, after it's successful trial implementation in Uttar Pradesh. Prerequisite is digital records of RC of vehicle should be available with RTO. If it's not yet digitized, one can't pay tax online, they will have to go conventional manual way in respective office or get the RC and vehicle details digitized. Now, owners who have digital records can log on to the portal from any internet access point, and deposit their due taxes through net banking facility. This system will save them the trouble of physically coming to the transport office, RTO, while the department will be able to collect their taxes in a cashless and seamless way. Once the user logs on to the system and provides the required information about the vehicle, the software calculates and displays the tax amount payable. If the user accepts to make the payment, the portal redirects him to selected bank’s Internet Banking Site. The user then makes the payment from his bank account through secure Internet Banking. Once the transaction is complete, the software generates a detailed receipt, which can be printed by the user for his records. For checking the authenticity of receipt, the transport department officials will be able to cross-check the payment details by logging on to the portal using this web-based software. For Cars, Rise Is 42% RTOseva4U.com informs you that there has been a sharp increase in the registration of new cars, twowheelers, minibuses and tempos in Mumbai because of the abolition of octroi collection at the city’s check posts in 2017. Before that, many Mumbaikars preferred to register their vehicles in other municipal areas of the Mumbai Metropolitan Region, if not in cities beyond MMR. In just one year, 105% more two-wheelers and 42% more cars and SUVS have been registered in the island city. The number of new registrations in the suburbs too has gone up, though not to as great an extent as in the island city. Octroi comprised a 4.5% additional levy on the purchase of vehicles under the jurisdiction of the four RTOs within BMC limits. This included the Tardeo RTO (island city), Wadala RTO (eastern suburbs), and Andheri and Borivli RTOs (western suburbs). According to an official, a significant number of buyers would prefer to register their vehicles outside Mumbai to save costs, which would be Rs 3, 000-5, 000 for two-wheelers, Rs 18, 000 on an average for a hatchback to around Rs 60, 000 for an SUV. One would register vehicles at RTOs as far as Pen or Panvel. “But after octroi abolition came into effect on July 1, 2017, there is no difference between registering a car within Mumbai or outside it. You have to pay the same road tax and insurance across MMR, ” said a senior official from the Tardeo RTO. “Now, whether or not supported by dealers, buyers are opting for registration within Mumbai.” The Tardeo RTO provided statistics comparing the registration of vehicles in 2017-18 with that done in 2016-17. In the island city, especially south Mumbai, the number of motorcyles and scooters registered in 2017-18 was 105% more (in numbers, a rise of 24, 000) as compared to the previous year, while car registrations shot up by 40% (a rise of 5, 000). In case of commercial vehicles, four-wheeler delivery vans went up by almost 175%, and minibuses by 660%, officials said. “In some cases, we are getting applications from car dealers in Thane who want vehicles to be registered in Mumbai (eastern suburbs RTO) as buyers stay there. In one case, a buyer from Mulund could not find any showroom of his preferred car in his vicinity and went to Thane to buy the vehicle. In his case, the dealer at Thane assured that the vehicle will be registered in Mumbai with an MH-03 number plate (eastern suburbs), ” said an official from Wadala RTO. Also, the process of registrations has become faster because of the implementation of the online system Vahan across RTOs. More than 80% of the job is being done at the manufacturer and dealer levels, including the uploading of buyer’s information, fee paying and providing the vehicle’s technical specifications. An RTO inspector checks the vehicle’s specifications within 24 hours, and within the next 24 hours, an assistant RTO gives approval and also assigns a new registration number. “Now, instead of waiting endlessly for a number plate, you can get it within 48 hours of the file reaching the RTO, ” said a transport department official.     Govt. resolves BIG anomaly....... allows 16 year olds to ride 100cc automatic scooters LEGALLY earlier it was 50cc only Underage driving has been a major menace in India. While many developed nations allow a restricted driving licence at an earlier age, in India an individual had to be at least 18 years old to apply for a license. Well, this can be a thing of past as the government is working on a new rule to allow teenagers of age 16 and above to ride legally. The union ministry is working on a proposal to grant driving licenses to 16-18 years old. People belonging to the age group can apply for a formal license that will allow them to ride gearless scooters with up to 100cc capacity. The new rule is being considered after the growing trend of teenagers using such gearless scooters illegally. And non availability of 50cc mopeds like luna and Vickie's of previous years. A group of state transport ministries recommended the new rule to the union government in 2016. Interestingly, the Central Motor Vehicles Act allows the 16-18 years old teens to apply for a license but the restriction is 50cc gearless scooters. There is no such scooter available in the Indian market till now, which forced the group of ministers to bring it to the government’s notice. The new ruling will allow many teenagers to ride legally in India. There are numerous gearless scooters below 100cc in the Indian market that will serve the purpose of the amendment. However, for two-wheelers above 100cc, geared two-wheelers and light motor vehicles, an individual will have to wait till 18 years of age. After various state cops started to enforce underage driving rules strictly, many parents were arrested for allowing their underage children to drive or ride. The new law will give such parents a breather. It will also allow the insurance companies to compensate for any incidents if an individual aged between 16-18 years with a valid license is riding a gearless scooter under 100cc. It’s not yet known as to when the new rule will come into force. However, it should happen soon as the government is considering it seriously now.
