For Cars, Rise Is 42%RTOseva4U.com informs you that there has been a sharp increase in the registration of new cars, twowheelers, minibuses and tempos in Mumbai because of the abolition of octroi collection at the city’s check posts in 2017. Before that, many Mumbaikars preferred to register their vehicles in other municipal areas of the Mumbai Metropolitan Region, if not in cities beyond MMR.In just one year, 105% more two-wheelers and 42% more cars and SUVS have been registered in the island city. The number of new registrations in the suburbs too has gone up, though not to as great an extent as in the island city.Octroi comprised a 4.5% additional levy on the purchase of vehicles under the jurisdiction of the four RTOs within BMC limits. This included the Tardeo RTO (island city), Wadala RTO (eastern suburbs), and Andheri and Borivli RTOs (western suburbs). According to an official, a significant number of buyers would prefer to register their vehicles outside Mumbai to save costs, which would be Rs 3, 000-5, 000 for two-wheelers, Rs 18, 000 on an average for a hatchback to around Rs 60, 000 for an SUV. One would register vehicles at RTOs as far as Pen or Panvel.“But after octroi abolition came into effect on July 1, 2017, there is no difference between registering a car within Mumbai or outside it. You have to pay the same road tax and insurance across MMR, ” said a senior official from the Tardeo RTO. “Now, whether or not supported by dealers, buyers are opting for registration within Mumbai.”The Tardeo RTO provided statistics comparing the registration of vehicles in 2017-18 with that done in 2016-17. In the island city, especially south Mumbai, the number of motorcyles and scooters registered in 2017-18 was 105% more (in numbers, a rise of 24, 000) as compared to the previous year, while car registrations shot up by 40% (a rise of 5, 000). In case of commercial vehicles, four-wheeler delivery vans went up by almost 175%, and minibuses by 660%, officials said.“In some cases, we are getting applications from car dealers in Thane who want vehicles to be registered in Mumbai (eastern suburbs RTO) as buyers stay there. In one case, a buyer from Mulund could not find any showroom of his preferred car in his vicinity and went to Thane to buy the vehicle. In his case, the dealer at Thane assured that the vehicle will be registered in Mumbai with an MH-03 number plate (eastern suburbs), ” said an official from Wadala RTO.Also, the process of registrations has become faster because of the implementation of the online system Vahan across RTOs. More than 80% of the job is being done at the manufacturer and dealer levels, including the uploading of buyer’s information, fee paying and providing the vehicle’s technical specifications. An RTO inspector checks the vehicle’s specifications within 24 hours, and within the next 24 hours, an assistant RTO gives approval and also assigns a new registration number. “Now, instead of waiting endlessly for a number plate, you can get it within 48 hours of the file reaching the RTO, ” said a transport department official.Credit: Somit Sen, TimesGroup.Com

Vehicle RegistrationVehicle registration is compulsory to drive motor vehicle. No owner of a vehicle can allow or permit the use of unregistered vehicle. No dealer of motor vehicle can deliver unregistered vehicle to the purchaser. Vehicle is registered with Regional Transport Officer (RTO).There are three types of registration with RTO. They are as cited below:Temporary RegistrationRegistration of New VehicleRegistration of vehicle arrived from outstate or assignment of new registration mark (R.M.A)Let us discuss the above three separately:Temporary RegistrationTo take vehicle from the dealer's premises, it needs a temporary registration.In case of non-transport vehicles, to take the vehicle to the place of registration from the dealer's premises it needs to be registered temporarily.In case of transport vehicle one needs a time to construct the body of vehicle over the chassis hence it needs a temporary registration.Temporary registration is valid for 7 days initially and can be extended up to 30 days incase of non transport vehicles. The validity can be extended for some more period with the permission of registering authority in case of transport vehicles.An application for temporary registration shall be made.Registration of New VehicleTo apply for the permanent registration of new vehicle, it should be produced to the RTO for inspection. The vehicle is inspected by an inspector who confirms to the provision of Act & rule and then the vehicle tax is recovered. Along with this the following is to be submitted:Form -20Sale certificate in form 21 given by dealer.Roadworthiness certificate in form 22 , 22-A from the manufacturer.Roadworthiness certificate in form 22-A part II from the body builder for transport vehicles.Transport commissioner's approval.Purchase invoice (for vehicles attracting life time tax).Temporary registration if any.Valid insurance certificate.Address proof.Entry tax payment proof if any vehicle, body or tanker is purchased from outside the state.PAN number or Form-60 in two copies (expect 2 wheelers ).Manufacturers certificate for invalid carriage.Customs clearance certificate in case of imported vehicles along with licence & bond if any.Bill of entry for imported vehicles.Design approval from transport commissioner in the case of a trailer.7/12 abstract or tahasildar certificate in the case of agricultural tractor & trailer.FeesRegistration of vehicle arrived from outstate or assignment of new registration mark (R.M.A)If the vehicle is registered in one state and is kept or used in other state for the period of more than a year then the vehicle needs to be registered in the later state for a new registration number to be assigned . Driving licence test is no more an easy ride, about 10% now fail to get throughMumbai:Gone are the days when acquiring a driving licence was a breeze. Recent data reveals that 10% of those appearing for permanent driving licence tests failed the test due to poor driving skills/knowledge while 25% failed to clear the learner’s licence test.“The figures show that we are not showing leniency towards any candidate and want to ensure that only those fit to drive vehicles get licences, ” said a senior transport official who did not wish to be named.An RTO official said: “We have directed the inspectors on field to conduct tests for every candidate. In the past, a few candidates from a driving school would appear for a test and the rest from the same school would pass arbitrarily.”Another RTO official said that in case of learner’s licence, the test was held through computerised system. “Nobody can cheat this system and so failure rate has gone, ” he said.On an average, 400 candidates appear for driving tests at the four city RTOs daily. Those appearing for tests have to first take the learner licence test and appear for the permanent driving test within six months.Activist G R Vora said this is a foolproof way of ensuring we get good drivers. “This way there will be transparency in system and will curb favouritism and corruption, ” Vora said, adding that in the past citizens used to get licences easily and it was just like getting a licence to kill people on the streets (in mishaps). “Driving tests should be made more stringent by introducing computerised test tracks at all the four RTOs in the city, ” he said.A proposal to set up such hitech test tracks was mooted a few years ago. If they come up, there will be no involvement of any RTO official or driving school agent during the test.Transport experts said it is more difficult to get a driving licence abroad. In the UK, the pass percentage was 47% a few years ago while in South Africa, it was 39% a few years back.Statistics from the state transport department showed that the online system coupled with stringent tests led to a decline in number of driving licences issued in the city.Source: TOI, 08-05-18

Government Approves Green License Plates for E-VehiclesThe government also plans to allow youth in the age bracket of 16-18 years to drive electric scooters, besides mandating taxi aggregators to have a certain percentage of the e-vehicle fleetTo promote electric vehicles in India, the government has approved green license plates bearing numbers in white fonts for private e-vehicles and yellow for taxis, Union Minister Nitin Gadkari said today. The government also plans to allow youth in the age bracket of 16-18 years to drive electric scooters, besides mandating taxi aggregators to have a certain percentage of the e-vehicle fleet."The government has approved distinctive green license plates for electric vehicles to encourage people to use electric vehicles. Such vehicles will be fitted with green license plates bearing numbers in white fonts for private cars and yellow font for taxis, " Gadkari said. A notification in this regard will be out in a week's time, the minister, who has been advocating electric mobility promotion, he said.The purpose behind distinctive number plates is their easy identification for preferential treatment in parking, free entry in congested zones besides other proposed benefits like concessional toll, the road transport, and highways minister told PTI.The measure is aimed at promoting vehicle's use and the government is considering an exemption from permits for such vehicles."Exemption from permit will be a game changer as restricted permit regime is a major concern. E-rickshaw growth is attributable to the permit exemption and there is scope to extend the exemption to the e-buses, e-taxis, e-autos, and e-bikes. E-auto and e-buses may have a big impact since getting a new permit is extremely difficult, " the minister said.Similarly, e-bikes also should see a considerable impact since it is a new area, he added. Besides, the government is contemplating permitting youth in the age group of 16-18 years to drive e-scooters, which are gearless and this will lead to a big demand for e-scooters, the minister noted.Under the Motor Vehicles Act, 1988, those in the age group of 16-18 years are granted a licence for below 50 CC gearless scooters. Incidentally, there is no scooter in this category made in the country."The government is also contemplating to ask taxi aggregators to have an incremental share of electric vehicles from 2020 onwards, which could be 1 percent of the fleet every year, " Gadkari said.Similarly, all public transport operators may also be mandated to provide 1 percent incremental fleet from 2020 onwards, he added. Stressing that electric vehicles will bring down vehicular pollution, Gadkari said the government is tightening fuel efficiency norms.Besides, Ministry of Road Transport and Highways will request the finance ministry that the rate of depreciation on EVs may be allowed at 50 percent as against the rate of 15 percent for conventional vehicles. The proposals include bringing down the GST on batteries to 12 percent at par with the GST on EVs.As per an estimate, India at present has 1 to 1.5 lakh electric vehicles and it is projected to grow to about 5 percent of the total vehicles in the next five years, an official said. In short, electric vehicle owners will be provided with special privileges, to encourage more usage and adoption.And, permits for electric vehicles can also be relaxed, on the line of e-rickshaws. Parivahan.gov.in portal is meant to be a common platform from where various online services provided to citizens, it is in development and implementation phase. For the moment, its services are being started for online tax payment of vehicles in some states including Maharashtra, after it's successful trial implementation in Uttar Pradesh. Prerequisite is digital records of RC of vehicle should be available with RTO. If it's not yet digitized, one can't pay tax online, they will have to go conventional manual way in respective office or get the RC and vehicle details digitized.Now, owners who have digital records can log on to the portal from any internet access point, and deposit their due taxes through net banking facility. This system will save them the trouble of physically coming to the transport office, RTO, while the department will be able to collect their taxes in a cashless and seamless way.Once the user logs on to the system and provides the required information about the vehicle, the software calculates and displays the tax amount payable. If the user accepts to make the payment, the portal redirects him to selected bank’s Internet Banking Site. The user then makes the payment from his bank account through secure Internet Banking. Mumbai RTOs not ready with test tracks; deadline ends in April The Bombay HC, in its order, had clearly stated it won’t grant an extension for making the test tracks.None of the four regional transport offices (RTO) in the city are ready with the 250-metre brake test tracks required to conduct vehicle fitness tests, although the deadline set by the Bombay high court (HC) ends this month.On September 14, while hearing a public interest litigation (PIL) filed by Pune-based whistleblower Shrikant Karve, the HC had directed the transport department to stop conducting vehicle fitness tests on open roads by April-end.The HC, in its order, had clearly stated it won’t grant an extension for making the test tracks. It had warned that if the tracks are not ready within six months, it might stop brake tests or renewal of fitness certificates.Although not in Mumbai, the transport department did manage to get test tracks ready in other parts of the Mumbai Metropolitan Region (MMR). On Sunday, the department is going to inaugurate the track of the Panvel RTO at Taloja, in the presence of transport minister Diwakar Raote. In case of commercial vehicles, one with the yellow number plates, fitness tests are conducted annually, except for newly registered ones. New vehicles have to renew their fitness certificate two years after registration while private vehicles, one with the white number plates, have to do so after 15 years.The Tardeo RTO has been conducting vehicle fitness tests in its office premises, on a testing track of less than 100 metre. Andheri RTO and Wadala RTO have been conducting the tests on open roads, while Borivli RTO has been doing so on a rented BEST plot. According to RTO officials, the Tardeo RTO had sought the land of Aarey dairy at Worli sea face for the test track, while Wadala RTO had requested for itsdairy land at Kurla, besides a government land at Mulund. Borivli RTO and Andheri RTO had sought lands adjacent to Aarey road in Goregaon and near the Versova cemetery, respectively.Apart from Andheri, the government has not allotted the land to any other RTO in Mumbai.
