Now, Centre to link driving licence withAadhaar to weed out fake onesThe Centre is in the process of linking driving licences with Aadhaar Number to weed out fake licences and a software for this covering all states on a real-time basis is under preparation, the Supreme Court was told on Wednesday.A bench comprising Justices Madan B Lokur and Deepak Gupta was informed about it by a court-appointed committee on road safety headed by former Supreme Court Judge Justice K S Radhakrishnan. This assumes significance as a five-judge Constitution bench headed by Chief Justice Dipak Misra is currently hearing a clutch of petitions challenging the constitutional validity of the Aadhaar scheme and the enabling 2016 law. The committee, in its report filed in the top court, said it had held a meeting on November 28 last year with the joint secretary of Ministry of Road Transport and Highways (MoRTH) to discuss several issues, including procurement of fake licences and how to eliminate it. "On the issue of fake licences, joint secretary, MoRTH informed that NIC (national informatics centre) is now preparing 'Sarthi-4' under which all the licences would be linked to Aadhaar, " the report said. "This software will cover all the states on real-time basis and it will not be possible for anyone to get a duplicate or fake licence anywhere in the country, " it said. The advocate representing the committee told the bench that the panel was scheduled to have a meeting with the MoRTH and other authorities concerned on February 22-23 to discuss compliance of directions given by the apex court earlier. Additional Solicitor General Pinky Anand, appearing for the ministry, told the bench that fatalities in road accidents in India have gone down by around three percent in 2017 as compared to 2016. The bench said it was "heartening to know" that number of fatalities and injuries in road accidents have come down. In its report, the committee said it had asked states and union territories (UTs) to forward road accident data for entire 2017. "The committee has since received data from all the states/UTs, except Arunachal Pradesh, Manipur, Mizoram and Daman and Diu which indicates that in the states/UTs which have submitted data, there has been a reduction of 4, 558 fatalities (i.e. 3.0 per cent) and 24, 023 injuries (i.e. 5.0 per cent) in 2017 as compared to 2016, " the report said. The committee told the court that through its November 24 last year letter, it had asked all the states to set up a road safety fund which would be non-lapsable and to have a steady flow of funds by the diversion of "significant" portion of fines collected from traffic violations. It said some states have already set up road safety fund and the committee was pursuing the issue with remaining states in order to ensure full compliance of the apex court's order which had said that the fund should be established by March 31, 2018.The report said at the November 28 last year meeting, it was discussed that since driving licences were now in the form of a smart card, its punching in cases of default was likely to damage the data stored in it. "Joint Secretary MoRTH pointed out that presently NIC is in the process of developing central computerised data base and all the states would be covered under the same. "This data base is likely to be effective from October 1, 2018, " it said, adding, that all the offences committed by the driver would be recorded in this data base and there would be no necessity for punching of driving licences.The committee further said that 20-25 per cent fatalities on roads occur due to non-existence of pedestrian facilities, like footpaths, over-head passes, and under-passes and so it has asked the states to provide pedestrian facilities in accordance with the Indian Road Congress (IRC) guidelines. The court, while posting the matter for hearing on April 23, said that the committee should ensure compliance of its directions given earlier.The apex court had in November last year issued a slew of directions on road safety and asked all states and UTs to set up a trauma centre in each district of the country and make safety norms part of school curriculum. It had also directed that road safety education and counselling be made a part of school curriculum by the state boards by April 1, 2018, and at least one trauma care centre be set up in every district with an ambulance. How to Know If your PAN Card Is Active Or NotGovernment of India is taking strong steps towards eradicating fake Pan Cards in the country and now it is going to deactivate almost 11, 44, 211 PAN Cards by July 2018. It is an offense to carry more than one PAN number registered under his/her name. Govt has released an official statement as " The uniqueness of PAN is achieved by conducting a de-duplication check on all already existing allotted PAN against the data furnished by the new applicant. Under the existing system of PAN, only demographic data is captured"Indian Citizen cannot hold more than one PAN. A penalty of Rs. 10, 000 is liable to be imposed under section 272B of the Income-tax Act, 1961 for having more than one PAN. Soon, no road tax for transfer of vehicle to another stateVehicle owners won’t need to pay any road tax for transfer of their vehicle from one state to another and get a new registration number, if all the state governments implement recommendation of a group of state transport ministers (GoM). This will apply to vehicles that are more than two years old or where the difference in tax rate between two states is less than 2%.The transport ministers, who met at Guwahati this week, decided that transfer of vehicles and driving licences from one state to another should be made seamless through online process. The need of no objection certificate (NOC) should also be done away with. Such practices will check corruption and put an end to harassment of public.The Centre has set up the GoM to address concerns relating to the transport sector and to recommend reforms. The transport ministry will come out with an advisory and rules, sources said.Currently, to transfer vehicle registration and driving licence, applicants need to get an NOC from original issuing authority (RTO) before applying for a new number. “It’s cruel that we make them pay road tax for 10 years, which they have paid in some other state, ” a transport official said.The National Informatics Centre has created two central online data base — Vahan-4 for vehicle registration details and Sarathi-4 — which can be accessed by the issuing authority to delete the existing registration number or licence before issuing a new one. The GoM recommended that states are responsible to enter the details of each licence or registration number in the central database.A group of state transport ministers decided that transfer of vehicles and driving licences from one state to another should be made seamless through online processTransport ministry may take uniform road tax to GST CouncilTo push the uniform road tax based on vehicle’s “invoice price”, the road transport ministry is considering taking the matter to the GST Council since this is a tax-related issue. Parivahan.gov.in portal is meant to be a common platform from where various online services provided to citizens, it is in development and implementation phase. For the moment, its services are being started for online tax payment of vehicles in some states including Maharashtra, after it's successful trial implementation in Uttar Pradesh. Prerequisite is digital records of RC of vehicle should be available with RTO. If it's not yet digitized, one can't pay tax online, they will have to go conventional manual way in respective office or get the RC and vehicle details digitized.Now, owners who have digital records can log on to the portal from any internet access point, and deposit their due taxes through net banking facility. This system will save them the trouble of physically coming to the transport office, RTO, while the department will be able to collect their taxes in a cashless and seamless way.Once the user logs on to the system and provides the required information about the vehicle, the software calculates and displays the tax amount payable. If the user accepts to make the payment, the portal redirects him to selected bank’s Internet Banking Site. The user then makes the payment from his bank account through secure Internet Banking. Once the transaction is complete, the software generates a detailed receipt, which can be printed by the user for his records.For checking the authenticity of receipt, the transport department officials will be able to cross-check the payment details by logging on to the portal using this web-based software. RTOs efforts pays off, but requires public co-operation.Govt steers drive: Pledge your organs when seeking licence5 Lakh Of 9Cr New Drivers Are DonorsLess than 1% of persons with driving licences have pledged to donate their organs in case they meet with a fatal accident. The government expects this share to increase as it has introduced a new provision in the driving licence application, which allows an applicant to pledge his/her organ donation.A source said about 5 lakh out of the 9 crore new licence holders have pledged to donate their organs. Though the change in application form came into force from April 1, some regional transport offices (RTOs), in collaboration with advocacy groups, have already been reaching out to people.“We are compiling organ donors’ data. As we have changed the application format, which every RTO across the country has to follow, there will be an increase in the number of such pledges, ” a central government official said.Priyanka Shylendra, chief executive officer of Gift Your Organ Foundation, which pursued the change in driving licence application format, said this will bring more awareness. “When we interacted with people from different walks of life, we found they are keen to donate organs. What is needed is awareness and making the process simple, ” she added.Shylendra said her foundation undertook an awareness initiative from 2012 to 2015 at nine RTOs in Bangalore. “We made 1.72 lakh people aware and through this initiative, 62, 000 people pledged. The initiative was introduced at a Mumbai RTO in 2013 and 15, 000 people were made aware, ” she said.Organizations working in this sector have also been pushing for a seamless mechanism for quick transfer of accident victims to specialised hospitals to complete the organ donation process. Last month, while inaugurating the National Road Safety Week, road transport minister Nitin Gadkari said Tata Group’s arm TCS is keen to join hands with the government in an initiative to harvest organs from road crash victims as well as facilitate emergency services using helicopters.He added that the government is developing 750 roadside amenities, which will have helipads in addition to other facilities for travelers. Organ donation gains importance as at present, there is less than one organ donor in a million in India and over three million deaths recorded since 2005 due to nonavailability of organs.

Driving licence test is no more an easy ride, about 10% now fail to get throughMumbai:Gone are the days when acquiring a driving licence was a breeze. Recent data reveals that 10% of those appearing for permanent driving licence tests failed the test due to poor driving skills/knowledge while 25% failed to clear the learner’s licence test.“The figures show that we are not showing leniency towards any candidate and want to ensure that only those fit to drive vehicles get licences, ” said a senior transport official who did not wish to be named.An RTO official said: “We have directed the inspectors on field to conduct tests for every candidate. In the past, a few candidates from a driving school would appear for a test and the rest from the same school would pass arbitrarily.”Another RTO official said that in case of learner’s licence, the test was held through computerised system. “Nobody can cheat this system and so failure rate has gone, ” he said.On an average, 400 candidates appear for driving tests at the four city RTOs daily. Those appearing for tests have to first take the learner licence test and appear for the permanent driving test within six months.Activist G R Vora said this is a foolproof way of ensuring we get good drivers. “This way there will be transparency in system and will curb favouritism and corruption, ” Vora said, adding that in the past citizens used to get licences easily and it was just like getting a licence to kill people on the streets (in mishaps). “Driving tests should be made more stringent by introducing computerised test tracks at all the four RTOs in the city, ” he said.A proposal to set up such hitech test tracks was mooted a few years ago. If they come up, there will be no involvement of any RTO official or driving school agent during the test.Transport experts said it is more difficult to get a driving licence abroad. In the UK, the pass percentage was 47% a few years ago while in South Africa, it was 39% a few years back.Statistics from the state transport department showed that the online system coupled with stringent tests led to a decline in number of driving licences issued in the city.Source: TOI, 08-05-18

Maharashtra transport department plans RTO seva kendras at all RTO for driving license purposes.The department has invited bids for appointing a new service provider to process smart card driving licences.Aiming to give general public a better experience at its Regional Transport Offices (RTO), the transport department has planned to set up RTO seva kendras (service centres) on the lines of the passport seva kendra, at all 50 RTO offices across the state. The application process at RTOs is done online where Public has to come to RTO with this online application pre-done. Which public is not able to do in 70% of the cases and they take help of private non-professional agents outside RTOs and endup paying more.Though these agents are doing a very good job, but because of their unauthorized status and unorganized way of working, single man show.... lack of trust is the major problem in the minds of general public. The proposed RTO seva kendra setup will help those who are unable to apply online themselves at home or do not have internet access. And this service will be at a reasonable fixed price of not more than Rs. 100 (probably) Through RTOseva kendras, people could fill online applications, scan their documents and pay fees if they are unable to do it for outside. The transport department has already invited bids for appointing a new service provider to process smart card driving licences and setting up of the RTO seva kendras. The new service provider will set up a RTO seva kendra with at least two of its staffers at the front desk to attend the people at every RTO.The processing of driving licences includes data entry, scanning of documents, capturing photographs of applicant and printing smart cards, once the RTO approves the licences to applicants. RTO seva Kendra will process it, before dispatching those via post.Presently, people are dependent on Common Services Centers (CSC), set up for providing e-governance services which is a gross failer scheme. Recently, the transport department hiked their fees to ₹100 from ₹20. The fees at the proposed seva kendras will confirmed once the bid is finalized, but the transport department officials hinted that it will be less than ₹100.People will also be able to apply for a duplicate licence, make corrections to their licences or renew of licences through the proposed RTO seva kendras. The applications will be processed on a first come-first serve basis. RTO clerks won’t be able to process applications randomly as they do now, to allegedly favour agents.At the proposed seva kendras, the setup will be such that applicants will not have to visit the RTO office again. Except for tests, all other driving licence related work can be completed in a single visit. The contract period for the existing service provider which was appointed in 2007, is already over and the government has issued an extension period of six months. The new service provider will be appointed for a five-year period, as opposed to the 10-year contract previously given out.RTO seva Kendra's services are limited to driving licences only, there are no vehicle related services included in this tender.Public will have to still get TTO form filled outside only to get any vehicle ownership transfer or NOC. Parivahan section also has many problem areas, a similar service can streamline this as well. If not fully but urgent attention is to be given by transport department on giving RC book status online.

Govt. resolves BIG anomaly....... allows 16 year olds to ride 100cc automatic scooters LEGALLY earlier it was 50cc onlyUnderage driving has been a major menace in India. While many developed nations allow a restricted driving licence at an earlier age, in India an individual had to be at least 18 years old to apply for a license. Well, this can be a thing of past as the government is working on a new rule to allow teenagers of age 16 and above to ride legally.The union ministry is working on a proposal to grant driving licenses to 16-18 years old. People belonging to the age group can apply for a formal license that will allow them to ride gearless scooters with up to 100cc capacity. The new rule is being considered after the growing trend of teenagers using such gearless scooters illegally. And non availability of 50cc mopeds like luna and Vickie's of previous years.A group of state transport ministries recommended the new rule to the union government in 2016. Interestingly, the Central Motor Vehicles Act allows the 16-18 years old teens to apply for a license but the restriction is 50cc gearless scooters. There is no such scooter available in the Indian market till now, which forced the group of ministers to bring it to the government’s notice.The new ruling will allow many teenagers to ride legally in India. There are numerous gearless scooters below 100cc in the Indian market that will serve the purpose of the amendment. However, for two-wheelers above 100cc, geared two-wheelers and light motor vehicles, an individual will have to wait till 18 years of age.After various state cops started to enforce underage driving rules strictly, many parents were arrested for allowing their underage children to drive or ride. The new law will give such parents a breather. It will also allow the insurance companies to compensate for any incidents if an individual aged between 16-18 years with a valid license is riding a gearless scooter under 100cc.It’s not yet known as to when the new rule will come into force.
