From April, you can give your mother’s name in driving licence in Delhi NEW DELHI: From next month, those applying for a permanent driving licencein Delhi would be able to have their mother’s name on the licence instead of their father’s name, if they wish.At present, applicants have to provide their father’s or husband’s name while applying for a licence. In what it terms as a progressive step, Delhi government’s transport department would now allow applicants to provide their mother’s name instead.“This is a big step in bringing gender equality at the transport department and we plan to bring in this change by April, ” said a senior transport department official.This would be a big help specifically for those who for some reason do not want to provide their father’s name or have a single parent, ” he said.“We are modifying our software to bring in these changes. We believe the software tweaks should be ready this week, ” the official said.The modification would indeed be a big change as the permanent driving licence also acts as an important identity proof.There are 13 regional transport offices (RTOs) in Delhi and approximately 1, 600 permanent driving licences are issued in the capital every working day. About four lakh licences are issued in a year and almost one lakh applications are rejected on different grounds.“The capital would be the first state to issue licences with the mother’s name, ” the official said.The decision is in the same direction in which a host of changes were brought in during 2016 while applying for a passport. It is an offense to carry more than one PAN number registered under his/her name. Govt has released an official statement as " The uniqueness of PAN is achieved by conducting a de-duplication check on all already existing allotted PAN against the data furnished by the new applicant. Under the existing system of PAN, only demographic data is captured"Indian Citizen cannot hold more than one PAN. A penalty of Rs. 10, 000 is liable to be imposed under section 272B of the Income-tax Act, 1961 for having more than one PAN. If a person has been allotted more than one PAN then he should immediately surrender the additional PAN card(s).Government said it is important for everyone to check if their PAN CARD status is still active and has asked everyone to link their PAN Cards with the AADHAR Card before 31st Aug 2018.How to Check your Pan Card Status - Steps here :-1- Log on to incometaxindiaefiling.gov.in2- In the Left-hand column, in the SERVICES tab click on ‘KNOW YOUR PAN’ option3- Once you click on the ‘know your pan’ option, it will land you in another page wherein you need to give your personal details- name, status, dob, contact number.4- You will receive an OTP on your mobile nb, you need to enter the OTP on the page you land to. 5- Enter the OTP and hit ‘Validate’If there are more than one PAN cards registered with the details provided, you will see a pop message saying “There are multiple records for this query. Provide additional information.” Enter some more details such as your father’s name.If your PAN number is not duplicate, you will receive a message ACTIVE under Remarks column which means your PAN Card is still active.

It has also suggested that green licence plates be mandated for all delivery vehicles, not just fleets. “Few fringe benefits of the green plate like toll free and preferential parking have been spelt out. We hope that our two core requests under the green plate wish list also become part of this plan. We have requested the government to keep RTO/registration charges only nominal for green plate vehicles and not 6-10% as of now. Also, we have requested green plates to be mandated for all delivery vehicles, and not only fleets, ” said Sohinder Gill, director – corporate affairs, SMEV. Gill is also the CEO of Hero Electric. He added that green licence plate is a welcome step, and if planned and executed properly, will support EVs.While a notification on the matter is expected in a week, Union Minister for Road Transport and Highways early this week said the government has approved unique licence plates for EVs to promote their use. He said private EVs will bear green licence plates with numbers in white fonts and taxis in yellow. The government is also believed to be asking taxi aggregators to have a percentage of their fleet as EVs. It is also contemplating on permitting youth in the age group of 16-18 years to ride gear-less e-scooters. Currently, the youth in the said age group are granted licence for below 50cc gear-less scooters under the Motor Vehicles Act.At present, there are four kinds of licence plates in the country – white plates with numbers in black font for private cars, yellow plates with fonts in black for commercial vehicles/taxis, black plates with yellow font letters for self-driven rental vehicles and blue plates with white font letters for embassies and high commissions. Defence vehicles have a different registration system given by the defence ministry, while vehicles of the President and governors carry red licence plates with the national emblem. According to the SMEV, electric vehicles make less than 1% of the total vehicle sales in the country, but has potential to grow to more than 5% in few years. In Thiruvananthapuram, Green tax not a deterrent for owners of old vehiclesGreen Tax was proposed in the state budget 2016-17, for private vehicles having four or more wheels, which are older than 15 or more years, and transport vehicles having four or more wheels and are older than 10 or more years.Thiruvananthapuram regional transport office of motor vehicles department earned nearly Rs 1 crore as Green Tax, since its introduction in January 1, 2017.The tax was introduced with the aim of discouraging the use of old vehicles. But it seems that the initiative has failed to serve its purpose.Green Tax was proposed in the state budget 2016-17, for private vehicles having four or more wheels, which are older than 15 or more years, and transport vehicles having four or more wheels and are older than 10 or more years.The number of vehicles for which Green Tax was paid at Thiruvananthapuram RTO in the first quarter of 2018 is higher, when compared the number of vehicles for which the tax was paid in 2017.For a total of 1, 255 vehicles Rs 4, 79, 100 was paid as Green Tax at RTO office in 2017, while an amount of Rs 4, 99, 600 was collected from 1, 410 vehicles this year till May 4.The finance minister has declared that the government expects additional revenue of Rs 7 crore every year through the tax.Green Tax charged for private vehicles with four or more wheels at the time of renewal of registration is Rs 400.At the time of renewal of fitness certificate light transport vehicles having four or more wheels are charged Rs 200, for medium transport vehicles Rs 300 is charged and heavy transport vehicles will have to pay Rs 400.The government had exempted motor cycles and vehicles with three wheels from Green Tax.“Only a nominal amount is collected as Green Tax. More stringent measures such as inclusion of all categories of vehicles under the tax are needed to control vehicular pollution, ” said an official from Thiruvananthapuram RTO.Meanwhile, MVD had identified 66 vehicles plying in the district, which are registered under bogus addresses in Pondicherry. Among these, 26 vehicle owners have paid for re-registration of the vehicles at Thiruvananthapuram RTO. An amount of Rs 1, 71, 22, 040 was received in this regard from the vehicle owners.Since, the deadline on amnesty scheme proposed by the government for owners of high-end vehicles registered under bogus addresses in other states, ended on April 30, MVD will proceed with legal steps and seizure of these vehicles
