Parivahan.gov.in portal is meant to be a common platform from where various online services provided to citizens, it is in development and implementation phase. For the moment, its services are being started for online tax payment of vehicles in some states including Maharashtra, after it's successful trial implementation in Uttar Pradesh. Prerequisite is digital records of RC of vehicle should be available with RTO. If it's not yet digitized, one can't pay tax online, they will have to go conventional manual way in respective office or get the RC and vehicle details digitized.Now, owners who have digital records can log on to the portal from any internet access point, and deposit their due taxes through net banking facility. This system will save them the trouble of physically coming to the transport office, RTO, while the department will be able to collect their taxes in a cashless and seamless way.Once the user logs on to the system and provides the required information about the vehicle, the software calculates and displays the tax amount payable. If the user accepts to make the payment, the portal redirects him to selected bank’s Internet Banking Site. The user then makes the payment from his bank account through secure Internet Banking. Once the transaction is complete, the software generates a detailed receipt, which can be printed by the user for his records.For checking the authenticity of receipt, the transport department officials will be able to cross-check the payment details by logging on to the portal using this web-based software. MIM neta held for trying to sell stolen vehiclesBhiwandi:A corporator from the AIMIM party in the Aurangabad Municipal Corporation was arrested by the Bhiwandi crime unit of Thane police on Saturday for his alleged role in an inter-state theft of 34 trucks and dumpers. Jaafar Shaikh Akhtar has been accused of bringing clients to purchase these stolen vehicles. TOI had reported the theft case in its edition dated April 21.So far, 13 people have been arrested and 21 vehicles seized. The gang did everything from stealing trucks and dumpers to tampering with their chassis numbers to selling them by using forged documents and then registering them anew.The role of Akhtar, an Aurangabad resident, emerged during the probe when the police found that brought clients for the vehicles.The crime branch last month had also arrested a RTO clerk, two agents and their seven associates.The gang forged vehicle registration documents and obtained no-objection certificates from the RTO in Buldhana. The vehicles were subsequently registered at the RTO in Nandurbar.Crime branch sources said that while investigating a vehicle theft case that had been registered at Narpoli police station, they found documents of six dumpers in the scooter of an accused, Ali Hussein. The dumpers were registered at the RTO in Nagpur Rural.During the probe, the police found that one team was assigned the task of stealing vehicles from various parts of Maharashtra, Gujarat and Madhya Pradesh. The other one would then alter chassis numbers and sell them using forged documents. The two RTO agents looked after registration of the vehicles in connivance with the RTO clerk.The engines and chassis numbers of the seized stolen vehicles were verified at a plant in Jamshedpur which confirmed the tampering. Maharashtra transport department plans RTO seva kendras at all RTO for driving license purposes.The department has invited bids for appointing a new service provider to process smart card driving licences.Aiming to give general public a better experience at its Regional Transport Offices (RTO), the transport department has planned to set up RTO seva kendras (service centres) on the lines of the passport seva kendra, at all 50 RTO offices across the state. The application process at RTOs is done online where Public has to come to RTO with this online application pre-done. Which public is not able to do in 70% of the cases and they take help of private non-professional agents outside RTOs and endup paying more.Though these agents are doing a very good job, but because of their unauthorized status and unorganized way of working, single man show.... lack of trust is the major problem in the minds of general public. The proposed RTO seva kendra setup will help those who are unable to apply online themselves at home or do not have internet access. And this service will be at a reasonable fixed price of not more than Rs. 100 (probably) Through RTOseva kendras, people could fill online applications, scan their documents and pay fees if they are unable to do it for outside. The transport department has already invited bids for appointing a new service provider to process smart card driving licences and setting up of the RTO seva kendras. The new service provider will set up a RTO seva kendra with at least two of its staffers at the front desk to attend the people at every RTO.The processing of driving licences includes data entry, scanning of documents, capturing photographs of applicant and printing smart cards, once the RTO approves the licences to applicants. RTO seva Kendra will process it, before dispatching those via post.Presently, people are dependent on Common Services Centers (CSC), set up for providing e-governance services which is a gross failer scheme. Recently, the transport department hiked their fees to ₹100 from ₹20. The fees at the proposed seva kendras will confirmed once the bid is finalized, but the transport department officials hinted that it will be less than ₹100.People will also be able to apply for a duplicate licence, make corrections to their licences or renew of licences through the proposed RTO seva kendras. The applications will be processed on a first come-first serve basis. RTO clerks won’t be able to process applications randomly as they do now, to allegedly favour agents.At the proposed seva kendras, the setup will be such that applicants will not have to visit the RTO office again. Except for tests, all other driving licence related work can be completed in a single visit. The contract period for the existing service provider which was appointed in 2007, is already over and the government has issued an extension period of six months. The new service provider will be appointed for a five-year period, as opposed to the 10-year contract previously given out.RTO seva Kendra's services are limited to driving licences only, there are no vehicle related services included in this tender.Public will have to still get TTO form filled outside only to get any vehicle ownership transfer or NOC. Parivahan section also has many problem areas, a similar service can streamline this as well. If not fully but urgent attention is to be given by transport department on giving RC book status online.

RTA nod must for new speed breakersNASHIK city will not get any new Speed Breakers unless the road transport authority grants its approval and they are designed as per the Indian Road Congress (IRC) rules. Nashik municipal commissioner Tukaram Mundhe had called the first meeting of the Urban Mobility Cell on Friday to discuss issues like encouraging walking, cycling, improving public transport system. Officials of the traffic police and other related departments attended the meeting. "If the existing speed breakers are not as per IRC rules and Road Transport Authority (RTA) permission, they should be removed, " Mundhe said while discussing about speed breakers in the city. There are around 450 speed breakers in the city and Mundhe had been insisting that these are not scientifically built. He added that the civic body has decided that no new speed breakers will be constructed in the city. As per the directions of the high court, speed breakers have to be approved by the RTA. It is the RTA that would decide whether these are needed or not and where these are needed. At present, the civic administration constructs speed breakers based on the recommendations of the city traffic police. Various other issues such as managing bus services by Nashik Municipal Corporation (NMC) , making specific roads one way, installing signals at various squares along with pedestrian signals, beautifying various squares of the city were also discussed in the meeting.At present, the civic administration constructs speed breakers based on the recommendations of the city traffic police. He spoke about the traffic police taking severe action against people who park vehicles on the roadside illegally and on the footpaths, finalising the number of authorised auto rickshaw parking and auto rickshaws stands.He said that the traffic police and the RTO should jointly inspect the haphazard parking of autos and fix locations for auto parking.They should not allow illegal parking in Dwarka naka, establish no vehicle zones in the city as per the need, make one way for specific roads, implement meter system in auto autorickshaws and take severe action against parking on roads in front of lawns and marriage halls. Mundhe spelled out the NMC's policy of reducing the number of private vehicles on the city roads and shifting towards the use of public transport. There are also plans to establish infrastructure to encourage walking and cycling. "We will soon be undertaking the work for barrier-free and pedestrian-friendly footpaths. NMC will soon take over the city bus service. Every signal in the city should have pedestrian signal for walkers to cross the road. The time of the signal should be fixed considering senior citizens, school children and women, " Mundhe said.The various squares that should have signals, road crossing, authorised auto stand, zebra crossing by NMC, cat's eye on the road, sign boards were finalised in the meeting. Mundhe instructed NMC officials to cleaning footpaths at Dwarka naka, remove encroachments, clean the area and conduct an anti-encroachment drive in front of the market yard.
