Maharashtra transport department plans RTO seva kendras at all RTO for driving license purposes.The department has invited bids for appointing a new service provider to process smart card driving licences.Aiming to give general public a better experience at its Regional Transport Offices (RTO), the transport department has planned to set up RTO seva kendras (service centres) on the lines of the passport seva kendra, at all 50 RTO offices across the state. The application process at RTOs is done online where Public has to come to RTO with this online application pre-done. Which public is not able to do in 70% of the cases and they take help of private non-professional agents outside RTOs and endup paying more.Though these agents are doing a very good job, but because of their unauthorized status and unorganized way of working, single man show.... lack of trust is the major problem in the minds of general public. The proposed RTO seva kendra setup will help those who are unable to apply online themselves at home or do not have internet access. And this service will be at a reasonable fixed price of not more than Rs. 100 (probably) Through RTOseva kendras, people could fill online applications, scan their documents and pay fees if they are unable to do it for outside. The transport department has already invited bids for appointing a new service provider to process smart card driving licences and setting up of the RTO seva kendras. The new service provider will set up a RTO seva kendra with at least two of its staffers at the front desk to attend the people at every RTO.The processing of driving licences includes data entry, scanning of documents, capturing photographs of applicant and printing smart cards, once the RTO approves the licences to applicants. RTO seva Kendra will process it, before dispatching those via post.Presently, people are dependent on Common Services Centers (CSC), set up for providing e-governance services which is a gross failer scheme. Recently, the transport department hiked their fees to ₹100 from ₹20. The fees at the proposed seva kendras will confirmed once the bid is finalized, but the transport department officials hinted that it will be less than ₹100.People will also be able to apply for a duplicate licence, make corrections to their licences or renew of licences through the proposed RTO seva kendras. The applications will be processed on a first come-first serve basis. RTO clerks won’t be able to process applications randomly as they do now, to allegedly favour agents.At the proposed seva kendras, the setup will be such that applicants will not have to visit the RTO office again. Except for tests, all other driving licence related work can be completed in a single visit. The contract period for the existing service provider which was appointed in 2007, is already over and the government has issued an extension period of six months. The new service provider will be appointed for a five-year period, as opposed to the 10-year contract previously given out.RTO seva Kendra's services are limited to driving licences only, there are no vehicle related services included in this tender.Public will have to still get TTO form filled outside only to get any vehicle ownership transfer or NOC. Parivahan section also has many problem areas, a similar service can streamline this as well. If not fully but urgent attention is to be given by transport department on giving RC book status online.

The Rajasthan high court has directed the state government to cancel the licences of those caught talking on mobile phones while driving. It also directed the regional transport officers (RTOs) to initiate proceedings to cancel licences after providing the offenders opportunity for a hearing.A division bench of Justices Gopal Krishan Vyas and Ramchandra Singh Jhala issued the order on April 27 and sought a compliance report on May 22.“We are of the opinion that the drivers of four and two-wheelers are usually using mobile (phone) while plying the vehicles, which is not permissible under the law. More so, due to the said act of vehicle drivers, a number of accidents takes place, ” the court said in its order.The court further directed that if a driver is found using phone while plying the vehicle, “then after obtaining their photographs and other credentials, the same may be forwarded to the concerned RTO for cancellation of driving licence.”The transport department has been asked to initiate proceedings for cancellation of the driving licence strictly in accordance with law and after providing an opportunity for a hearing.Earlier, the Supreme Court committee on road safety had recommended suspension of driving licence for three months for five offences, including talking on mobile phone while driving.In India, use of mobile phone while driving is illegal under the Motor Vehicles Act.Prerna Singh, coordinator of Centre for Road Safety at Sardar Patel Police University, Jodhpur, said talking on mobile phones was a major danger to people’s lives on roads worldwide not just in India. “Use of mobile phone by even a pedestrian is bad for road safety, ” she added.Singh said that Rajasthan is probably the first state where the high court has issued such an order to ensure road safety.

Government Approves Green License Plates for E-VehiclesThe government also plans to allow youth in the age bracket of 16-18 years to drive electric scooters, besides mandating taxi aggregators to have a certain percentage of the e-vehicle fleetTo promote electric vehicles in India, the government has approved green license plates bearing numbers in white fonts for private e-vehicles and yellow for taxis, Union Minister Nitin Gadkari said today. The government also plans to allow youth in the age bracket of 16-18 years to drive electric scooters, besides mandating taxi aggregators to have a certain percentage of the e-vehicle fleet."The government has approved distinctive green license plates for electric vehicles to encourage people to use electric vehicles. Such vehicles will be fitted with green license plates bearing numbers in white fonts for private cars and yellow font for taxis, " Gadkari said. A notification in this regard will be out in a week's time, the minister, who has been advocating electric mobility promotion, he said.The purpose behind distinctive number plates is their easy identification for preferential treatment in parking, free entry in congested zones besides other proposed benefits like concessional toll, the road transport, and highways minister told PTI.The measure is aimed at promoting vehicle's use and the government is considering an exemption from permits for such vehicles."Exemption from permit will be a game changer as restricted permit regime is a major concern. E-rickshaw growth is attributable to the permit exemption and there is scope to extend the exemption to the e-buses, e-taxis, e-autos, and e-bikes. E-auto and e-buses may have a big impact since getting a new permit is extremely difficult, " the minister said.Similarly, e-bikes also should see a considerable impact since it is a new area, he added. Besides, the government is contemplating permitting youth in the age group of 16-18 years to drive e-scooters, which are gearless and this will lead to a big demand for e-scooters, the minister noted.Under the Motor Vehicles Act, 1988, those in the age group of 16-18 years are granted a licence for below 50 CC gearless scooters. Incidentally, there is no scooter in this category made in the country."The government is also contemplating to ask taxi aggregators to have an incremental share of electric vehicles from 2020 onwards, which could be 1 percent of the fleet every year, " Gadkari said.Similarly, all public transport operators may also be mandated to provide 1 percent incremental fleet from 2020 onwards, he added. Stressing that electric vehicles will bring down vehicular pollution, Gadkari said the government is tightening fuel efficiency norms.Besides, Ministry of Road Transport and Highways will request the finance ministry that the rate of depreciation on EVs may be allowed at 50 percent as against the rate of 15 percent for conventional vehicles. The proposals include bringing down the GST on batteries to 12 percent at par with the GST on EVs.As per an estimate, India at present has 1 to 1.5 lakh electric vehicles and it is projected to grow to about 5 percent of the total vehicles in the next five years, an official said. While many developed nations allow a restricted driving licence at an earlier age, in India an individual had to be at least 18 years old to apply for a license. Well, this can be a thing of past as the government is working on a new rule to allow teenagers of age 16 and above to ride legally.The union ministry is working on a proposal to grant driving licenses to 16-18 years old. People belonging to the age group can apply for a formal license that will allow them to ride gearless scooters with up to 100cc capacity. The new rule is being considered after the growing trend of teenagers using such gearless scooters illegally. And non availability of 50cc mopeds like luna and Vickie's of previous years.A group of state transport ministries recommended the new rule to the union government in 2016. Interestingly, the Central Motor Vehicles Act allows the 16-18 years old teens to apply for a license but the restriction is 50cc gearless scooters. There is no such scooter available in the Indian market till now, which forced the group of ministers to bring it to the government’s notice.The new ruling will allow many teenagers to ride legally in India. There are numerous gearless scooters below 100cc in the Indian market that will serve the purpose of the amendment. However, for two-wheelers above 100cc, geared two-wheelers and light motor vehicles, an individual will have to wait till 18 years of age.After various state cops started to enforce underage driving rules strictly, many parents were arrested for allowing their underage children to drive or ride. The new law will give such parents a breather. It will also allow the insurance companies to compensate for any incidents if an individual aged between 16-18 years with a valid license is riding a gearless scooter under 100cc.It’s not yet known as to when the new rule will come into force.
