Driving licence test is no more an easy ride, about 10% now fail to get throughMumbai:Gone are the days when acquiring a driving licence was a breeze. Recent data reveals that 10% of those appearing for permanent driving licence tests failed the test due to poor driving skills/knowledge while 25% failed to clear the learner’s licence test.“The figures show that we are not showing leniency towards any candidate and want to ensure that only those fit to drive vehicles get licences, ” said a senior transport official who did not wish to be named. An RTO official said: “We have directed the inspectors on field to conduct tests for every candidate. In the past, a few candidates from a driving school would appear for a test and the rest from the same school would pass arbitrarily.”Another RTO official said that in case of learner’s licence, the test was held through computerised system. “Nobody can cheat this system and so failure rate has gone, ” he said.On an average, 400 candidates appear for driving tests at the four city RTOs daily. Those appearing for tests have to first take the learner licence test and appear for the permanent driving test within six months.Activist G R Vora said this is a foolproof way of ensuring we get good drivers. “This way there will be transparency in system and will curb favouritism and corruption, ” Vora said, adding that in the past citizens used to get licences easily and it was just like getting a licence to kill people on the streets (in mishaps). “Driving tests should be made more stringent by introducing computerised test tracks at all the four RTOs in the city, ” he said.A proposal to set up such hitech test tracks was mooted a few years ago. If they come up, there will be no involvement of any RTO official or driving school agent during the test.Transport experts said it is more difficult to get a driving licence abroad. In the UK, the pass percentage was 47% a few years ago while in South Africa, it was 39% a few years back.Statistics from the state transport department showed that the online system coupled with stringent tests led to a decline in number of driving licences issued in the city.Source: TOI, 08-05-18

Here's how it went, adhered to by three various other options.Car for Sale by OwnereBay MotorseBay Motors - I purchased my 1998 BMW M3 convertible on eBay. Lesson discovered: Make certain it's such a good deal that you're fine with any kind of characteristics unrevealed by the seller. So exactly how do you understand you're obtaining a good cost? Do a sophisticated search as well as check out the completed listings. You'll see just what offered. Maybe even more vital, you'll see what really did not.And if you're searching for a collection agency car, take a look at the public auction results on Mecum's Infonet (you'll have to offer an e-mail address to log in) or the completed listings on Bring a Trailer. If you're thinking about a traditional Ford Bronco, for instance, Mecum has more than 500 auction results from around the nation.TrueCarTrueCar is an excellent device for getting rid of the enigma of the manufacturer's recommended list price (MSRP). Say you want a new 2018 Chevrolet Silverado 1500. For that truck, TrueCar has 120 recent purchases on document that aid you see exactly what you need to pay (probably about $2, 000 under MSRP). Some wise purchasers paid a lot less than that, but in some way eight individuals managed to pay above sticker price. And manually looking an 800-mile Craigslist radius is a little masochistic even for hardcore used-car addicts.Cars.comCars.com serves simply since it's so substantial that it rapidly reveals outlier rates-- both low and high-- thanks to the nationwide example dimension. It's additionally fantastic for discovering leftovers, given that you could search brand-new autos and afterwards sort by oldest first. Did you miss out on the Pontiac Solstice GXP back in 2009? Not to fret, Malouf Buick GMC in New Jersey still has a brand-new one. Although they're seemingly not in much of a rush to sell it.A couple of various other choices:CarvanaCarvana - 360-degree sights disclose functions as well as problems. Most autos are provided the following day, with a seven-day test drive. If you live in Atlanta, pick up your cars and truck at the eerie yet superb cars and truck vending machine.RelayCarsRelayCars - Wish to climb up inside a Mustang and also see exactly what the red natural leather interior resembles without going to a dealer? Mumbai RTOs not ready with test tracks; deadline ends in April The Bombay HC, in its order, had clearly stated it won’t grant an extension for making the test tracks.None of the four regional transport offices (RTO) in the city are ready with the 250-metre brake test tracks required to conduct vehicle fitness tests, although the deadline set by the Bombay high court (HC) ends this month. On September 14, while hearing a public interest litigation (PIL) filed by Pune-based whistleblower Shrikant Karve, the HC had directed the transport department to stop conducting vehicle fitness tests on open roads by April-end.The HC, in its order, had clearly stated it won’t grant an extension for making the test tracks. It had warned that if the tracks are not ready within six months, it might stop brake tests or renewal of fitness certificates.Although not in Mumbai, the transport department did manage to get test tracks ready in other parts of the Mumbai Metropolitan Region (MMR). On Sunday, the department is going to inaugurate the track of the Panvel RTO at Taloja, in the presence of transport minister Diwakar Raote. In case of commercial vehicles, one with the yellow number plates, fitness tests are conducted annually, except for newly registered ones. New vehicles have to renew their fitness certificate two years after registration while private vehicles, one with the white number plates, have to do so after 15 years. The Tardeo RTO has been conducting vehicle fitness tests in its office premises, on a testing track of less than 100 metre. Andheri RTO and Wadala RTO have been conducting the tests on open roads, while Borivli RTO has been doing so on a rented BEST plot. According to RTO officials, the Tardeo RTO had sought the land of Aarey dairy at Worli sea face for the test track, while Wadala RTO had requested for itsdairy land at Kurla, besides a government land at Mulund. Borivli RTO and Andheri RTO had sought lands adjacent to Aarey road in Goregaon and near the Versova cemetery, respectively.Apart from Andheri, the government has not allotted the land to any other RTO in Mumbai. A senior RTO official said, “The government issued a notification about the allotment of land to RTOs months ago, but the files are still pending at the collector’s office, ” he said, requesting anonymity.Another official said they resent the proposals for the plots. Meanwhile, transport secretary and commissioner, Manoj Saunik, could not be reached for comment.Source:HT

How to take a perfect pencil impression of your vehicle’s chassis numberThose of us who own vehicles in India and have been asked by Regional Transport Offices (RTOs) across the country to take pencil impressions of the chassis numbers of our vehicles know how imprecise and hard it can get to get a clean impression. The following is how I got a super-clean impression of the chassis number using a pencil, using fingers, and paper.Locate the engraved chassis number — Most 2 Wheelers will have their chassis number embossed on the neck of the motorcycle under the handlebars. Most 4 Wheelers will have their chassis number engraved:1- Usually it is under the car bonnet, either on the left side or center just beneath the windscreen. OR2- Beneath driving seat, under the carpet. How to do it: Take a A4 size plain paper, preferably a thin one, but strong enough to bear multiple pencil strokes. Inspect the space where this chassis number is engraved. Accordingly cut this paper horizontally in seven equal strips. Make sure that it fits into the space.Use a lead wooden pencil of a suitable size, break or cut into two pieces if space is not enough. Smaller and blunt pencil is always good.Place the cutout of paper over the chassis number and rub your pencil over the paper to capture an impression nice and slow. You can use a torch or a mobile flash light to inspect if the impression is come correctly or not.Make sure that you don't your hands don't shiver and the strip remain aligned properly during the whole process.Congratulations! You now have captured a perfect impression of the chassis number.

MIM neta held for trying to sell stolen vehiclesBhiwandi:A corporator from the AIMIM party in the Aurangabad Municipal Corporation was arrested by the Bhiwandi crime unit of Thane police on Saturday for his alleged role in an inter-state theft of 34 trucks and dumpers. Jaafar Shaikh Akhtar has been accused of bringing clients to purchase these stolen vehicles. TOI had reported the theft case in its edition dated April 21.So far, 13 people have been arrested and 21 vehicles seized. The gang did everything from stealing trucks and dumpers to tampering with their chassis numbers to selling them by using forged documents and then registering them anew. The role of Akhtar, an Aurangabad resident, emerged during the probe when the police found that brought clients for the vehicles. The crime branch last month had also arrested a RTO clerk, two agents and their seven associates. The gang forged vehicle registration documents and obtained no-objection certificates from the RTO in Buldhana. The vehicles were subsequently registered at the RTO in Nandurbar.Crime branch sources said that while investigating a vehicle theft case that had been registered at Narpoli police station, they found documents of six dumpers in the scooter of an accused, Ali Hussein. The dumpers were registered at the RTO in Nagpur Rural.During the probe, the police found that one team was assigned the task of stealing vehicles from various parts of Maharashtra, Gujarat and Madhya Pradesh. The other one would then alter chassis numbers and sell them using forged documents. The two RTO agents looked after registration of the vehicles in connivance with the RTO clerk. The engines and chassis numbers of the seized stolen vehicles were verified at a plant in Jamshedpur which confirmed the tampering. The gang also took bank loans using the stolen vehicles as guarantees, added the officer.Source : TOI Mumbai, 7.5.18 Pradeep Gupta
