Mumbai RTOs not ready with test tracks; deadline ends in April The Bombay HC, in its order, had clearly stated it won’t grant an extension for making the test tracks.None of the four regional transport offices (RTO) in the city are ready with the 250-metre brake test tracks required to conduct vehicle fitness tests, although the deadline set by the Bombay high court (HC) ends this month.On September 14, while hearing a public interest litigation (PIL) filed by Pune-based whistleblower Shrikant Karve, the HC had directed the transport department to stop conducting vehicle fitness tests on open roads by April-end.The HC, in its order, had clearly stated it won’t grant an extension for making the test tracks. It had warned that if the tracks are not ready within six months, it might stop brake tests or renewal of fitness certificates.Although not in Mumbai, the transport department did manage to get test tracks ready in other parts of the Mumbai Metropolitan Region (MMR). On Sunday, the department is going to inaugurate the track of the Panvel RTO at Taloja, in the presence of transport minister Diwakar Raote. In case of commercial vehicles, one with the yellow number plates, fitness tests are conducted annually, except for newly registered ones. New vehicles have to renew their fitness certificate two years after registration while private vehicles, one with the white number plates, have to do so after 15 years.The Tardeo RTO has been conducting vehicle fitness tests in its office premises, on a testing track of less than 100 metre. Andheri RTO and Wadala RTO have been conducting the tests on open roads, while Borivli RTO has been doing so on a rented BEST plot. According to RTO officials, the Tardeo RTO had sought the land of Aarey dairy at Worli sea face for the test track, while Wadala RTO had requested for itsdairy land at Kurla, besides a government land at Mulund. Borivli RTO and Andheri RTO had sought lands adjacent to Aarey road in Goregaon and near the Versova cemetery, respectively.Apart from Andheri, the government has not allotted the land to any other RTO in Mumbai. A senior RTO official said, “The government issued a notification about the allotment of land to RTOs months ago, but the files are still pending at the collector’s office, ” he said, requesting anonymity.Another official said they resent the proposals for the plots. Maharashtra transport department plans RTO seva kendras at all RTO for driving license purposes.The department has invited bids for appointing a new service provider to process smart card driving licences.Aiming to give general public a better experience at its Regional Transport Offices (RTO), the transport department has planned to set up RTO seva kendras (service centres) on the lines of the passport seva kendra, at all 50 RTO offices across the state. The application process at RTOs is done online where Public has to come to RTO with this online application pre-done. Which public is not able to do in 70% of the cases and they take help of private non-professional agents outside RTOs and endup paying more.Though these agents are doing a very good job, but because of their unauthorized status and unorganized way of working, single man show.... lack of trust is the major problem in the minds of general public. The proposed RTO seva kendra setup will help those who are unable to apply online themselves at home or do not have internet access. And this service will be at a reasonable fixed price of not more than Rs. 100 (probably) Through RTOseva kendras, people could fill online applications, scan their documents and pay fees if they are unable to do it for outside. The transport department has already invited bids for appointing a new service provider to process smart card driving licences and setting up of the RTO seva kendras. The new service provider will set up a RTO seva kendra with at least two of its staffers at the front desk to attend the people at every RTO.The processing of driving licences includes data entry, scanning of documents, capturing photographs of applicant and printing smart cards, once the RTO approves the licences to applicants. RTO seva Kendra will process it, before dispatching those via post.Presently, people are dependent on Common Services Centers (CSC), set up for providing e-governance services which is a gross failer scheme. Recently, the transport department hiked their fees to ₹100 from ₹20. The fees at the proposed seva kendras will confirmed once the bid is finalized, but the transport department officials hinted that it will be less than ₹100.People will also be able to apply for a duplicate licence, make corrections to their licences or renew of licences through the proposed RTO seva kendras. The applications will be processed on a first come-first serve basis. RTO clerks won’t be able to process applications randomly as they do now, to allegedly favour agents.At the proposed seva kendras, the setup will be such that applicants will not have to visit the RTO office again. Except for tests, all other driving licence related work can be completed in a single visit. The contract period for the existing service provider which was appointed in 2007, is already over and the government has issued an extension period of six months. The new service provider will be appointed for a five-year period, as opposed to the 10-year contract previously given out.RTO seva Kendra's services are limited to driving licences only, there are no vehicle related services included in this tender.Public will have to still get TTO form filled outside only to get any vehicle ownership transfer or NOC. Parivahan section also has many problem areas, a similar service can streamline this as well. If not fully but urgent attention is to be given by transport department on giving RC book status online.

Now, Centre to link driving licence withAadhaar to weed out fake onesThe Centre is in the process of linking driving licences with Aadhaar Number to weed out fake licences and a software for this covering all states on a real-time basis is under preparation, the Supreme Court was told on Wednesday.A bench comprising Justices Madan B Lokur and Deepak Gupta was informed about it by a court-appointed committee on road safety headed by former Supreme Court Judge Justice K S Radhakrishnan. This assumes significance as a five-judge Constitution bench headed by Chief Justice Dipak Misra is currently hearing a clutch of petitions challenging the constitutional validity of the Aadhaar scheme and the enabling 2016 law. The committee, in its report filed in the top court, said it had held a meeting on November 28 last year with the joint secretary of Ministry of Road Transport and Highways (MoRTH) to discuss several issues, including procurement of fake licences and how to eliminate it. "On the issue of fake licences, joint secretary, MoRTH informed that NIC (national informatics centre) is now preparing 'Sarthi-4' under which all the licences would be linked to Aadhaar, " the report said. "This software will cover all the states on real-time basis and it will not be possible for anyone to get a duplicate or fake licence anywhere in the country, " it said. The advocate representing the committee told the bench that the panel was scheduled to have a meeting with the MoRTH and other authorities concerned on February 22-23 to discuss compliance of directions given by the apex court earlier. Additional Solicitor General Pinky Anand, appearing for the ministry, told the bench that fatalities in road accidents in India have gone down by around three percent in 2017 as compared to 2016. The bench said it was "heartening to know" that number of fatalities and injuries in road accidents have come down. In its report, the committee said it had asked states and union territories (UTs) to forward road accident data for entire 2017. "The committee has since received data from all the states/UTs, except Arunachal Pradesh, Manipur, Mizoram and Daman and Diu which indicates that in the states/UTs which have submitted data, there has been a reduction of 4, 558 fatalities (i.e. 3.0 per cent) and 24, 023 injuries (i.e. 5.0 per cent) in 2017 as compared to 2016, " the report said. The committee told the court that through its November 24 last year letter, it had asked all the states to set up a road safety fund which would be non-lapsable and to have a steady flow of funds by the diversion of "significant" portion of fines collected from traffic violations. It said some states have already set up road safety fund and the committee was pursuing the issue with remaining states in order to ensure full compliance of the apex court's order which had said that the fund should be established by March 31, 2018.The report said at the November 28 last year meeting, it was discussed that since driving licences were now in the form of a smart card, its punching in cases of default was likely to damage the data stored in it. "Joint Secretary MoRTH pointed out that presently NIC is in the process of developing central computerised data base and all the states would be covered under the same. "This data base is likely to be effective from October 1, 2018, " it said, adding, that all the offences committed by the driver would be recorded in this data base and there would be no necessity for punching of driving licences.The committee further said that 20-25 per cent fatalities on roads occur due to non-existence of pedestrian facilities, like footpaths, over-head passes, and under-passes and so it has asked the states to provide pedestrian facilities in accordance with the Indian Road Congress (IRC) guidelines. The court, while posting the matter for hearing on April 23, said that the committee should ensure compliance of its directions given earlier.The apex court had in November last year issued a slew of directions on road safety and asked all states and UTs to set up a trauma centre in each district of the country and make safety norms part of school curriculum. It had also directed that road safety education and counselling be made a part of school curriculum by the state boards by April 1, 2018, and at least one trauma care centre be set up in every district with an ambulance. From April, you can give your mother’s name in driving licence in Delhi NEW DELHI: From next month, those applying for a permanent driving licencein Delhi would be able to have their mother’s name on the licence instead of their father’s name, if they wish.At present, applicants have to provide their father’s or husband’s name while applying for a licence. In what it terms as a progressive step, Delhi government’s transport department would now allow applicants to provide their mother’s name instead.“This is a big step in bringing gender equality at the transport department and we plan to bring in this change by April, ” said a senior transport department official.This would be a big help specifically for those who for some reason do not want to provide their father’s name or have a single parent, ” he said.“We are modifying our software to bring in these changes. We believe the software tweaks should be ready this week, ” the official said.The modification would indeed be a big change as the permanent driving licence also acts as an important identity proof.There are 13 regional transport offices (RTOs) in Delhi and approximately 1, 600 permanent driving licences are issued in the capital every working day. About four lakh licences are issued in a year and almost one lakh applications are rejected on different grounds.“The capital would be the first state to issue licences with the mother’s name, ” the official said.The decision is in the same direction in which a host of changes were brought in during 2016 while applying for a passport. The government expects this share to increase as it has introduced a new provision in the driving licence application, which allows an applicant to pledge his/her organ donation.A source said about 5 lakh out of the 9 crore new licence holders have pledged to donate their organs. Though the change in application form came into force from April 1, some regional transport offices (RTOs), in collaboration with advocacy groups, have already been reaching out to people.“We are compiling organ donors’ data. As we have changed the application format, which every RTO across the country has to follow, there will be an increase in the number of such pledges, ” a central government official said.Priyanka Shylendra, chief executive officer of Gift Your Organ Foundation, which pursued the change in driving licence application format, said this will bring more awareness. “When we interacted with people from different walks of life, we found they are keen to donate organs. What is needed is awareness and making the process simple, ” she added.Shylendra said her foundation undertook an awareness initiative from 2012 to 2015 at nine RTOs in Bangalore. “We made 1.72 lakh people aware and through this initiative, 62, 000 people pledged. The initiative was introduced at a Mumbai RTO in 2013 and 15, 000 people were made aware, ” she said.Organizations working in this sector have also been pushing for a seamless mechanism for quick transfer of accident victims to specialised hospitals to complete the organ donation process. Last month, while inaugurating the National Road Safety Week, road transport minister Nitin Gadkari said Tata Group’s arm TCS is keen to join hands with the government in an initiative to harvest organs from road crash victims as well as facilitate emergency services using helicopters.He added that the government is developing 750 roadside amenities, which will have helipads in addition to other facilities for travelers. Organ donation gains importance as at present, there is less than one organ donor in a million in India and over three million deaths recorded since 2005 due to nonavailability of organs.
